View from The Rose Garden, Parnell

 
This strange looking photo was taken in the Rose Garden. There is Hauraki Gulf in the background, with some boats and even a tip of Waiheke Island. 
The most confusing thing in the photo is that some roses are blur, although they must be in the focus.
